The project is intended for attracting attention of the general public to the problem of observance of laws and exercising by Russian nationals their rights and freedoms guaranteed by the Constitution of the Russian Federation.
There are two main ways of achieving results. According to the principle of correspondence and against it. A civilized society always strives for the first. Therefore it creates the code of laws that regulates the course of political and economic, social and moral relations. But existence of laws does not always lead to their single construction and equal application. Moreover, there is a myth about effect of the parallel code of regulations and rules that is not accessible for everyone. It is not incidental that knowledge of laws itself does not guarantee their observance nowadays. As explanation of duality of the situation the society is compelled to use a method of commentation of existing conflicts. Such commentaries have a wide circulation that exceeds in many times circulation of basic texts of laws - from official interpretations of the authorities to commentaries of separate specialists expressing their own point of view. Taking into account that juridical literature has recently become a bestseller in Russia one can draw a conclusion - with the help of specialists people seek to value their status and to use their legal possibilities rightly. In the announced project artists appear in the role of such "specialists" with artistic commentaries of separate articles of the Constitution proceeding from the fact that:

		Any declarative rules imply a possibility of their double construction.
		Level of civilization of a society depends on a degree of duality in the comprehension of permissive rules and permissibility of their denial.
		Art occupies the difference between the existing system and its denial. Legal capacity of art consists of it.
		The most topical task of a society is to avoid division of the public reason and moral.
		There is no topical art. There are topical themes that are the subject of art and motivation of creative process.
		Reality creates myths. Myths give birth to a new reality. Art shows a degree of existing conflicts and reflects the process of transition from present reality to new myths.
		Art is always in opposition to the existing system but it does not follow from this that the former denies the latter. An artist possesses capacity of art. An artist sees first what others do not notice. And shows. An artist is an objective reality. The world lives by eyes of an artist.

Exposition of the project with simultaneous presentation of the rarity edition "First Illustrated Edition of the Constitution of the Russian Federation" ( album format, 400 pages, translation into four languages ) is planned on the Day of the Constitution of the Russian Federation - December, 12, 2003 - reckoning upon the fact that the project should become the most important event in the cultural life of Russia in the beginning of the century and go down in history as an artistic action of the most topical trend.
